IFCAA Directors’Meeting

The 28th General Conference of the International Fire Chiefs’ Association of Asia (IFCAA) was held on September 11 (Thursday) and 12 (Friday), 2014 in Singapore with the Singapore Expo Convention & Exhibition Centre (“EXPO”) as its venue.
On September 10 (Wednesday), the IFCAA Directors’ Meeting was held as a preliminary session at 2:00 p.m. in PERIDOT 201 on the 2nd floor of Max Atria (MA) of EXPO. The meeting was attended by 18 IFCAA active and acting officers from 14 countries and one area. The attendees then considered the proposals and other related matters that were to be addressed in the General Conference.


On September 11 (Thursday), the 28th IFCAA General Conference was declared open at 10:00 a.m. in PERIDOT 202 & 203 on the 2nd floor of EXPO MA with Mr. Khoo Boon Hui (Senior Deputy Secretary, Ministry of Home Affairs) as the honored guest. Greetings were given by two executives, namely, Mr. Eric Yap (Commissioner, Singapore Civil Defence Force (SCDF) / IFCAA Vice President) on behalf of the conference host city and Mr. Hidetoshi Oe (IFCAA President). The Opening Ceremony was finished with the commemorative photo session in the lobby.

Opening Ceremony

After a break (about 30 minutes), the IFCAA Regular Session began in the same place, chaired by SCDF Commissioner Eric Yap (IFCAA Vice President). It was started with IFCAA Secretary General Hiromi Ono’s announcement of a new membership; IFCAA welcomed in two executives from Australia as its new active members. During the course of the seven-proposal deliberations, Proposals 1 - 4 were explained by Secretary General Ono to be adopted as they were. Proposal 5, presented by Dato’ Wan Mohd Nor Bin Hj. Ibrahime (Director General, Fire and Rescue Department of Malaysia / IFCAA Vice President), was unanimously agreed upon and resolved. Proposal 6 was dealt with by Secretary General Ono with the Tokyo IFCAA Secretariat suggestion given and eventually adopted. Proposal 7 was put forward with Osaka City proposed as host to the 29th IFCAA General Conference scheduled for 2016, and this was also agreed upon. Mr. Tsuyoshi Yamashita (Chief, Planning Division, Osaka Municipal Fire Department) then read out the “prospective host message,” taking the place of Osaka Municipal FD Chief Shigeki Uchiake.

Regular Session

At 2:00 p.m., after the Regular Session and lunch, the technical tour to the Civil Defence Academy was given by the conference host.

Technical Visit

On September 12 (Friday), the IFCAA PresentationⅠwas held at 9:00 a.m. in PERIDOT 202 & 203 (i.e., the venue for the Opening and the Regular Session) with four speakers―Mr. Greg Mullins (Commissioner, Fire & Rescue New South Wales, Australia), Mr. Daniel Seet (Commander, 1st Civil Defence Division, SCDF), Mr. Charles Chi-Tang Yeh (Director General, National Fire Agency, M.O.I., Taiwan), and Mr. Toshikazu Tokudome (Chief, Planning and Coordination Division, Tokyo Fire Department).

Presentation 1

At 11:00 a.m., after a break (about 30 minutes), the Singapore Global Fire Fighters and Paramedics Challenge (SGFPC) and the International Exhibition were held in the 1st floor exhibition hall of EXPO.

At 2:00 p.m., after the 12:30 lunch break, the IFCAA PresentationⅡwas given also in PERIDOT 202 & 203 with two speakers―Mr. Robert LAU (Assistant Director for Licensing and Certification, Hong Kong Fire Services Department) and Mr. Tsuyoshi Yamashita (Chief, Planning Division, Osaka Municipal Fire Department).

Presentation 2

At 3:00 p.m., in the same venue, the Closing Ceremony was held firstly with SCDF Commissioner Eric Yap granting commemorative souvenirs to the six speakers for the presentation sessions. The closing greetings of Commissioner Eric Yap was followed by the IFCAA Declaration (as the outcome of the 28th General Conference) by Mr. Charles Chi-Tang Yeh (Director General, National Fire Agency, M.O.I., Taiwan / IFCAA Director). IFCAA President Oe then gave greetings, referring to the IFCAA Declaration. At the IFCAA Conference Host Plate Handover ceremony for the 2016 IFCAA Conference, SCDF Commissioner Eric Yap handed the IFCAA commemorative plate, in the presence of IFCAA President Oe, over to the representative of the 29th Conference host city, namely, Mr. Tsuyoshi Yamashita (Chief, Planning Division, Osaka Municipal Fire Department). The two-day General Conference ended up with a huge success.
