IFCAA Directors' Meeting

The 26th IFCAA General Conference was held on August 19th (Thu), and August 20th (Fri), 2010, at the Daegu Exhibition and Convention Center (EXCO) in Daegu, Korea.
The IFCAA Directors' Meeting was held at 17:00 on August 18th (Wed), the evening before the General Conference, in Conference Room 314 on EXCO's third floor. Seventeen IFCAA Officers from 12 countries and 1 area attended. They discussed items such as proposals to be submitted to the General Conference.

At 9:30 on the following day, August 19th (Thu), the Opening Ceremony of the 26th IFCAA General Conference was held in EXCO's fifth floor Convention Hall 2. Following a video presentation introducing Korea's National Emergency Management Agency (NEMA), the organization in charge of holding this IFCAA General Conference, the host declared that the Opening Ceremony had begun. First, all those in attendance observed a moment of silence to honor those who had lost their lives in the performance of firefighting duties. The host then introduced the guests and IFCAA Officers in attendance. Next, Mr. Jo, Sung-wan, Director General, Bureau of Fire Policy, NEMA, who is also an IFCAA Director, offered a greeting on behalf of Korea, the host nation. This was followed by a greeting from Mr. Yuji Arai, IFCAA President, representing the IFCAA. Mr. Kim Yeon-su, Vice Mayor of Daegu, and Mr. Kim Kook-rae, Chief/Fire Marshal, Daegu Fire and Safety Department, then offered their congratulations on behalf of the guests in attendance. Finally, the Opening Ceremony was brought to its conclusion by an approximately 10-minute performance of traditional Korean folk dance, which was enjoyed by all.

Opening Ceremony

Following the conclusion of the Opening Ceremony, there was a break of about 20 minutes, and then the IFCAA Regular Session began. The Regular Session was chaired by the host country's IFCAA Director, Mr. Jo, Sung-wan, Director General, Bureau of Fire Policy, NEMA. First, Mr. Michio Kumagai, Secretary General of IFCAA, reported the joining of one person from India, two from the Islamic Republic of Iran, and three from the Republic of the Philippines as IFCAA active members. The session then moved on to the deliberation of proposals. The following seven proposals were deliberated.

Technical Visit Daege Safety Theme Park Susung Fire Station

Proposals 1 through 4 were explained by IFCAA Secretary General Kumagai, and all passed as originally proposed. Proposal 5 was submitted by Director of IFCAA, Mr. Mitsunobu Ohara, Chief of Fukuoka Fire Prevention Bureau, and passed. For Proposal 6, IFCAA Secretary General Kumagai presented the Secretariat (draft), and it was approved. Finally, Proposal 7, the site of the next conference, in 2012, the 27th IFCAA General Conference was deliberated. It was decided to hold it in Sapporo. Following this decision, IFCAA Director, Mr. Hideki Matsui, Chief of Sapporo Fire Bureau, accepted the responsibility of hosting the conference on behalf of the next host country.

Following the conclusion of the Regular Session of the IFCAA General Conference, there was a break for lunch. Beginning at 13:00, there were a tour and a technical visit provided by the host country. Attendees toured the Daegu Safety Theme Park in Daegu Metropolitan City and visited the Daegu Susung Fire Station.

At 9:30 on the following day, August 20th (Fri), in EXCO's third-floor Conference Room 306, Mr. PARK, Yeon-Soo, Administrator of NEMA offered the Commemorative Host Address, which was titled "Change of Global Disaster Environment and Role of Fire Service." This was followed by the Commemorative Guest Address by Prof. Myong O, Yoon, Dept. of Architectural Engineering, University of Seoul, entitled "Advancement of Science Technology and Improvement of Fire Capacity."

Opening Ceremony for the Fire & Safety EXPO Korea

After this, at 11:30, the magnificent Opening Ceremony for the Fire & Safety EXPO Korea 2010 was held in the ground-floor lobby of the same venue. Following the Opening Ceremony, Korean VIPs and IFCAA Officers led a tour of the exhibition.

Following a lunch break, IFCAA Presentation I took place at 13:00 in the same EXCO's third-floor Conference Room 306 used that morning. Three people, Mr. Jo, Sung-wan, Director General, Bureau of Fire Policy, NEMA, Korea, Mr. Peter Benedict Lim Sim Pang, Commissioner, Singapore Civil Defence Force, and SAC. Edwin Galan Teruki, Assistant Director General in Investigation, Fire & Rescue Department, Malaysia, offered presentations. IFCAA Presentation II began at 14:40 at the same location. Three persons, Mr. Yasuo Sato, Chief, Fire Suppression Division, Tokyo Fire Department, Japan, Mr. Gregory LO Chun-hung, Director, Hong Kong Fire Services Department, and Brig. Yousef AlAnsari, Deputy Director General, Kuwait Fire Service Directorate, made presentations. This was followed by host country IFCAA Director Mr. Jo, Sung-wan, Director General, Bureau of Fire Policy, NEMA awarding mementoes to the five others who had made presentations regarding the state of firefighting.

IFCAA Presentation Closing Ceremony Declaration: Comm. Peter Lim, SCDF Host Plate: From Korea to Japan

At 16:30, the Closing Ceremony of the 26th IFCAA General Conference began at the same location. During the Closing Ceremony, Mr. Jo, Sung-wan, Director General, Bureau of Fire Policy, NEMA offered a farewell on behalf host country. He was followed by IFCAA Vice President Mr. Peter Benedict Lim Sim Pang, Commissioner, Singapore Civil Defence Force, who read the Declaration that was the accomplishment of the 26th IFCAA General Conference. IFCAA President Arai then offered a closing statement incorporating the content of the IFCAA Declaration. A traditional ceremony handing over the General Conference to the next General Conference host country was then held. With IFCAA President Arai witnessing the event, the IFCAA Conference host plate was passed from host country representative Mr. Jo, Sung-wan, Director General, Bureau of Fire Policy, NEMA, to IFCAA Director, Mr. Hideki Matsui, Chief of Sapporo Fire Bureau, representing the host country for the 2012 27th IFCAA General Conference to host country.
Following this, an approximately 10-minute video presentation introducing the host country's city of Sapporo was played, and the two-day General Conference was brought to a successful conclusion.

After the Closing Ceremony, a press conference was held beginning at 17:10 at the same location. It was attended by IFCAA's President, Vice Presidents, and Directors. A lively exchange of opinions occurred.
