The 32nd IFCAA General Conference in Yokohama, Japan                             

The International Fire Chiefs' Association of Asia (IFCAA) held its 32nd General Conference on June 7 (Tue.) and 8 (Wed.), 2022 in the Main Hall of the PACIFICO Yokohama Conference Center.
The Joint Opening Ceremony for the 32nd General Conference of the International Fire Chiefs' Association of Asia (IFCAA) and the 74th General Conference of the Fire Chiefs' Association of Japan (FCAJ) took place at 9:30 a.m. on June 7 (Tuesday), 2022 in the Main Hall of the PACIFICO Yokohama Conference Center. The ceremony attracted about 560 people from 3 countries including Asian and Oceanian fire chiefs and officers as IFCAA members and delegates from other related bodies.
The emcee declared the opening of the conference and it was followed by the overall silent prayer for the repose of the soul of deceased firefighters, the greetings by Mr. YAMANAKA Takeharu, Mayor of Yokohama city, on behalf of the conference host and the greetings by IFCAA President SHIMIZU Hirofumi. After the FCAJ Commendation, congratulatory speeches were delivered by four honored guests: Commissioner NAITO Hisashi of the Fire and Disaster Management Agency, the Ministry of Internal Affairs and Communications, Governor KUROIWA Yuji of Kanagawa Prefecture, President AKIMOTO Toshifumi of the Japan Firefighters Association and Chairperson SHIMIZU Tomio of the Yokohama City Council. After the introduction of other guests and the announcement of congratulatory messages, the opening ceremony was concluded.

After the 74th FCAJ General Conference at 10:30 a.m., the IFCAA Regular Session chaired by IFCAA Director KOIDE Toyoaki, Chief of Nagoya City Fire Department, on behalf of IFCAA President SHIMIZU Hirofumi was held in the same place and on the internet at 2:10 p.m. It was the first time in IFCAA’s history to hold a meeting in a hybrid format. The following five proposals were deliberated over.

  2. The Projects and Budget Plans in the 32nd Fiscal Year(Draft)
  3. Developing International Teamwork and On-Scene Professionalism
  4. Reelection of Officers (Draft)
  5. The 33rd General Conference

Proposals 1 and 2 were explained by IFCAA Secretary General YOSHIDA Toshiharu and agreed on. Proposal 3 brought in by IFCAA Director UCHIMURA Hirofumi, Chief of Fukuoka City Fire Department was adopted. Regarding Proposal 4, This year falls on the expiration of the “term of office” of active officers. IFCAA Secretary General YOSHIDA proposed that President should be from Japan with Vice presidents from Hong Kong, Malaysia, the Philippines and Singapore, and that Mr. SHINKAI Minoru, Chief of Sakai City Fire Department, should be appointed as the new IFCAA Director, and other active directors should keep their directorate. Then, proposal 4 was approved.
Proposal 5 was unanimously decided that the 33rd IFCAA General Conference will be held in Malaysia in 2024. On behalf of IFCAA Vice President Mohammad Hamdan Bin Hj. Wahid, Director General of the Fire and Rescue Department of Malaysia, IFCAA Secretary General YOSHIDA delivered a conference host message.

The IFCAA Presentation was held in the same place and on the internet as a hybrid event at 3:00 p.m. Mr. KISHI Nobuyuki, Chief of Totsuka Fire Station, Yokohama Fire Bureau, and Mr. Louie S Puracan, CEO VI, Chief of Bureau of Fire Protection, the Philippines, gave their presentations at the conference venue. After that, Mr. Md Main Uddin, BSP, ndc, psc, G, M Phil, Director General of Bangladesh Fire Service and Civil Defense, Mr. Darren Klemm AFSM, Commissioner of Fire and Emergency Services, Western Australia, and Mr. Anthony Toh, Director of Operations Department of Singapore Civil Defence Force made their presentations online.

The IFCAA - FCAJ Joint Press Conference was held in Room 315 on the 3rd floor and online at 4:20 p.m. IFCAA Vice President and Directors provided fire services press organizations with their opinions.

On June 8th (Wednesday), the IFCAA - FCAJ Joint Closing Ceremony was held in the Main Hall at 5:20 p.m. First, IFCAA Vice President Louie S Puracan, CEO VI, Chief of Bureau of Fire Protection, the Philippines, announced the IFCAA Declaration as the 32nd General Conference outcome. After that, IFCAA Director HIRANAKA Takashi, Chief of Yokohama Fire Bureau, extended his greetings on behalf of IFCAA President SHIMIZU Hirofumi, and the two-day General Conference ended up with a huge success.

○ Directors’ Meeting
The IFCAA Directors’ Meeting was held in the form of an interchange of documents between the Tokyo Secretariat and IFCAA officers on May 12 (Thursday). "Proposals to the 32nd IFCAA General Conference" was deliberated and approved.

○ IFCAA 2022 International Rescue Team Joint DrillOn June 7 (Tuesday), IFCAA International Rescue Team Joint Drill was given at Shinmeidai Disposal Site in Yokohama at 10:00 a.m. as the fourth joint rescue demonstration in IFCAA’s history. Six overseas rescue personnel from three IFCAA member fire and emergency organizations and Japanese rescue personnel from Yokohama Fire Bureau, Kawasaki City Fire Department, Yokosuka City Fire Department, Fujisawa City Fire Department and Sagamihara City Fire Department participated in this drill under the scenario of a large-scale earthquake.
Overseas rescue personnel were also instructed in urban and rescue method in a collapsed building such as "Breaching" (making access on the wall), "Shoring" (stabilizing a crashed building), "CSR" (rescue in a confined area) at the International Rescue Skills Workshop.

○ Yokohama International Fire and Safety Exhibition On June 8 (Wednesday) and June 9 (Thursday), the Yokohama International Fire and Safety Exhibition hosted by Yokohama Fire Bureau was held in the PACIFICO Yokohama Exhibition Hall A and Sawatari Central Park. This two-day event attracted 5,643 visitors.
