The 23rd General Conference

The 23rd IFCAA General Conference was held at the Plenary Hall on the 3rd floor in the Taipei International Convention Center (TICC), Taipei, Taiwan from November 17, 2005 to November 19, 2005. Over 1,200 delegates from the fire service agencies of 13 member countries and areas and 4 non-member countries attended the conference.

At 1:30 p.m. on November 17(Wednesday), the 3rd meeting of the Asian Fire Service Standards Working Group was held at Room 103 on the 1st floor in TICC with the 13 attendees from 6 countries and 1 region.

At 3:10 p.m. of the same day, in Taipei 101 Xinyi Square, the press conference was held by National Fire Agency of Taiwan as the host organization. The eight disaster rescue cross-country jeeps led the parade of the vehicles participated by IFCAA Officers until the Taipei 101 square, and then the rappelling drill was executed by the Special Rescue Team and the Airborne Corps of National Fire Agency of Taiwan before the press conference. These events went down well with the large audience there.

At 4:20 p.m., the Board of Directors' Meeting and the 2nd Committee meeting for the Asian Fire Service Standards were held at the Room 401 on the 4th floor in TICC, to discuss the items to be presented to the Regular Session and to study about the Asian Fire Service Standards.

At 9:20 a.m. on November 18(Thursday), the opening ceremony for the 23rd IFCAA General Conference was held at the Plenary Hall on the 3rd floor in TICC. After the greetings by Mr. Lee Chin-yung, Deputy Minister of Interior representing the host organization and Mr. Hakuya, President of IFCAA, Dato' Jaafar Sidek Bin Tambi, Director General of Malaysian Fire & Rescue Department was awarded a testimonial for his continuous contribution to IFCAA. In the end, Mr. Chen Shui-bien, President of Taiwan made a special guest congratulatory speech.

At 10:30 a.m. after the opening ceremony of the conference, the unveiling ceremony of the 2004 International Fire and Safety Exhibition was held at the Taipei World Trade Center Hall Ⅰ, B Section with the attendees of Executive Yuan Vice Premier Chun-lan, Deputy Minster Lee, IFCAA President Hakuya, Director General Huang and so on, followed by an observation tour of the Exhibition.

On the afternoon, the Seminar and the disaster prevention workshop were held.

On November 19(Friday), the Regular Session began at 9:30 a.m. at the Plenary Hall. There was the deliberation of the following 8 proposals:

2.Statement of Accounts of the Revenue and Expenditure for the 22nd Fiscal Year(2002&2003)
3.Operations Plan during the 23rd Fiscal Year(2004&2005)
4.Plan of Revenue and Expenditure for the 23rd Fiscal Year(2004&2005)
5.Revision of Constitution
6.Reinforcement of the Safety Management System for On-Scene Fire Fighters
7.Reinforcement of Information NetworksHolding of the 24th General Conference

After the explanation of the 1.~5. above by Secretary General Kobiki, they were approved as drafted.

The above proposal 6 was explained by Dato' Jaafar Shideck Bin Tambi, Director General of Fire and Rescue Department of Malaysia and was adopted. Then the above proposal 7 was explained by Mr. Kenji Tanaka, Chief of Joto Fire Station, Osaka Fire Department, Japan and was also adopted.

Regarding the proposal 8, it was decided that the 24th IFCAA General Conference will be held in Australia, 2006.

From 10:40 a.m. after the Regular Session, the keynote speeches were given by Mr. Huang Chi-min, Director General of National Fire Agency of Taiwan and Mr. Ken Knight, Chief Fire Officer of London Fire Brigade, U.K. at the same hall. At 1:00 p.m. after lunch, Fire Chief’s Presentation were made by 9 speakers from 8 IFCAA member countries in the two Session at the venue. The closing ceremony for the 23rd General Conference was held also there at 5:20 p.m. Mr. James Tan Chan Seng, Commissioner of Singapore Civil Defence Force read the Declaration to sum up the result of the General Conference, which received unanimous support.

The three-day event was grandly concluded with the ceremony for the 24th General Conference in which the memorial plate was handed over to Mr. Neil Bibby, Australasian Fire Authorities Council, by Director General Huang in the presence of IFCAA President Hakuya as a witness.
